Patrick PENNINCKX
Patrick Penninckx is a seasoned European public-policy professional with a distinguished background in human rights, digital governance and institutional reform. After more than three decades at the Council of Europe—where he served as Head of the Information Society Department and later as Head of the Digital Development & Governance Department—he now brings that expertise to the European Seniors’ Union as its Secretary-General.
In his current role at ESU, Patrick leads the development and implementation of the organisation’s strategic action plan, strengthening its ties within the European People’s Party network and enhancing the representation of senior citizens in key European institutions. He has placed a particular focus on digital inclusion for older persons, championing media and information literacy as essential tools for active citizenship in the 21st century.
Among his many recognitions, Patrick was honoured in 2024 as an inductee into the International Communications Consultancy Organisation (ICCO) Hall of Fame—a mark of his outstanding contribution to international communications, standard-setting and the evolution of the PR/communications discipline at a global level.
Fluent in multiple languages and holding academic credentials in Political Science and Education, Patrick is a compelling public speaker and advocate for dignity, participation and inter-generational solidarity. His voluntary leadership at ESU reflects his commitment to ensuring that seniors are not only supported—but are full contributors to shaping Europe’s future.
